Which one is right depends on what is broken
If the site is fundamentally sound and nobody can find your healthcare sector page, a specialist is worth more than breadth. If the site is a decade old and built on images, a design studio that understands redirects may be the first call. If you need paid media running alongside, a generalist has the machinery.
The mistake is assuming they are competing offers for the same job. They are mostly not.

How many architecture practices have you worked with, and can I speak to one?
The whole basis of a specialist claim. Ask for names and a conversation, not a logo wall. An agency with architecture experience produces a client happily; one without it produces a case study from a different industry and calls it transferable.

Who owns the site, the analytics and the content if we leave?
Ask for the list in writing before work starts: domain, hosting, files, analytics and Search Console properties, and the copy itself. A vendor who hesitates on any of them has told you what leaving will cost.
What in our website will you refuse to change?
A good answer respects the portfolio. Anyone proposing to strip the photography or rebuild the design to improve a score has misunderstood what the site is for, and the partners will stop the work in month three.
Under what circumstances would you tell us not to spend this money?
The most revealing question on the list. An agency that has no such circumstances is selling a retainer rather than an outcome, and in this profession there are real cases — a practice whose target sectors have almost no search demand should be doing business development instead.
